Update (30/05/25, 10:30 AM BST): Arrowhead Community Manager Michimus has announced that Arrowhead has issued an “emergency hotfix” via Helldivers 2 Discord Server and an “emergency hotfix” with “fast input of Stratagem commands not working properly”.
“The lighting threat scrambled our Stratagem Pads input matrix to lose combat strength,” reads Hotfix’s extremely stingy note.

Well, with the battle with Super Earth in the critical final stage, Helldivers 2 has developed a nasty glitches. The rapidly entered Stratagems have not been deployed to the queue, and Arrowhead says the fix is coming “as soon as possible.”
Like I said, the timing of this being a problem is really, really bad. Divers are in the middle of a century trying to invade once a century as their home planet wipes out their final megacity. oof.

Following yesterday’s patch unfolding, if you quickly enter a button combo that triggers your strategy, as introduced by multiple offended players on the game’s subreddit, they won’t be unfolded.
It appears that if you push the arrow a little more slowly, you will be able to get many arrows to push, from ammunition support to deploying ammunition and refill stations.
“This is the first time this game’s bug has actually made me want to stop playing,” the frustrated player wrote.
The good news is that Arrowhead knows about this issue and is becoming an incident. “We are aware of Stratagem Input Glitch, we are currently testing the fix and we are planning to put it out as soon as possible,” community manager Katherine ‘Baskinator’ Baskin announced on HD2’s Discord Server.
So all you can do is try hanging there until it arrives. To be fair, the other MOs affected by major technical issues did not, as far as I can remember, entrusted hell to the inevitable defeat, so not everything is necessarily lost.
